Duties
The position is located within NAF Human Resources Branch, Marine Corps Community Services (MCCS), Marine Corps Air Station Iwakuni, Japan. The Personnel Suitability/Fitness Supervisor acts as the primary point of contact for all federal investigations and local background check related matters in support of determining the suitability or fitness of individuals for entry and retention in over 400 NAF positions with MCCS as well as in-home family care provider, contractor, and volunteer fitness. This position reports to the Deputy Director of Human Resources or Chief of NAF Human Resources.
DUTIES AND RESPONSIBILITIES:
Develops and executes policies and procedures implementing pre-hire screening, new hire vetting, Continuous Evaluation, and Insider Threat programs by interpreting regulatory requirements as established by the Department of Defense and the Department of the Navy Personnel Suitability Programs. The Personnel Suitability/Fitness Supervisor must use judgment in determining the best course of action in order to comply with regulations as these guidelines are not always specific to NAF.
The MCCS Personnel Suitability/Fitness Program is subject to Naval Audit, Annual MCCS HQ Childcare Audit, and other regulatory parameters that require the Personnel Suitability/Fitness Supervisor to uphold the highest standard of ethics, accuracy, and judgment.
As the subject matter expert for the MCCS Personnel Suitability/Fitness Program, provides specific guidance on suitability/fitness cases that have agency level impact, particularly those with executive and extra-agency visibility. This covers the broadest range of conduct and criminal cases and requires the incumbent to perform investigations, ensure proper reporting, and provide clear adjudicative guidance to agency leadership. Simultaneously manages a large number of cases that vary widely in complexity and stages of development.
Maintains the Non-Critical-Sensitive/Critical-Sensitive Letter that outlines position sensitivity for MCCS Iwakuni. Reviews and processes personnel Suitability/Fitness investigations and any special access requirements for personnel identified as requiring a suitability, fitness or access clearance via Federal Investigations in accordance with guiding policies.
Accesses confidential PII information by initiating and reviewing federal investigations using the Office of Personnel Management’s (OPM) Electronic Questionnaire for Investigation Processing (e-QIP) automated system. Verifies the status of existing investigations by utilizing the federal system of record (Joint Personnel Adjudication System, or alternative).

BASIC REQUIREMENTS:
- Must be a U.S. Citizen.
- Must be able to obtain and maintain a Tier 5 (Top Secret) federal investigation in order to complete assigned duties that require access to classified information.
- Must complete appropriate training and certification through OPM or other DoD approved suitability/fitness adjudicator courses within one year of employment.
- Four years experience in personnel security, suitability, fitness, law enforcement, secret service, or any appropriate/related experience or combination of degree and experience.
QUALIFICATION REQUIREMENTS:
- Working knowledge of and ability to demonstrate a fundamental understanding of Personnel Suitability/Fitness laws, regulations, and policies as well as the ability to interpret and implement them.
- Ability to gather facts and use effective, analytical, and evaluative methods to accurately assess information and make sound decisions after conducting objective analysis.
- Demonstrates the ability to effectively provide guidance and consultation to employees, supervisors and senior management regarding sensitive criminal history matters.
- Experience in applying tact and diplomacy when dealing with sensitive issues, to include and exercising confidentiality and privacy.
- Ability to work independently and efficiently in handling multi-task assignments and prioritizing work in a fast-paced, suspense driven work environment.
- Skill in both written and oral communications, with an ability to convey policies and/or procedures in a professional manner to all levels of the work force.
- Ability to effectively supervise and manage performance of subordinate staff.
- Knowledge and ability in operating Microsoft Programs such as Outlook, Word, Access and Excel to perform data entry and data gathering; create various charts and statistical reports. Experience with PeopleSoft and SharePoint preferred.
This position has been designated as Critical Sensitive and therefore requires the ability to obtain a Top Secret clearance. The incumbent must be eligible for a background check and is subject to both pre-employment and random drug testing as a condition of employment. A positive drug test, or failure to submit for testing, may become the basis for removal from this position. Appointment and continued employment is subject to a favorable adjudication of the suitability investigation.
